One wonders if there will be compensation paid to those who uneccessarily undertook the CPL exams
What we have here is a chaotic mess EASA CAA JAA FAA ICAO and they're all working on their own agenda - in this case with 'the industry' being the driver for the changes in legislation - this industry of course excludes students, pilots, instructors - but includes those that have a financial vested interest
In short vested interest dressed up as safety/efficiency (again)
