Yes, it would be ludicrous to suggest that other ATC departments would have extra staff hanging around. That is why I stated that NO airport would have extra staff hanging around. I certainly wasn`t trying to cover anything up. Plus, the airport wouldn`t close for baggage handlers to have their break (which is a legal obligation in the case of ATC staff by the way), as the aircraft can still land. There would just be a delay in unloading the aircraft surely.
