It is frequently the case with Developers that they submit applications to increase the value of the asset (the land) An accountant would tell you the trick with the balance sheet

I don't believe that any of the local authorities who now have only a nominal interest in the Airport have any plans to fund anything. Most of them seem to be barely able to fund the emptying of the bins.
But I really did enjoy the Typhoon yesterday, thats what aeroplanes are all about..........
