NON-REV travels means: S.M.A.R.T. travels. It is a benefit not an obligation from the airline. That`s why they are called "Travel Benefits" as opposed to "Travel Rights".
As far as putting non-trainned staff on jumpseats or lavatories (I`ve seen it done in some small airlines) just to get them to their detination, I think is rather irresponsible and unsafety from any prospective, for pax and employees.
Honestly, I wouldnt feel safe working for an airline with such travel policies.
