I don't particularily wish to jump to RobT100's defence, but I think he was refering to ATM's which according to the CAA figures for June, MME did 1106 and LBA 3805.
In terms of overall movements MME may do more, but I'm sceptical if the revenue generated from Cessna type circuit traffic justifies parallel taxiway investment.
Personally, I would be more concerned how the airport will invest to close the gap reduction of 16.4% passenger throughput in the last rolling 12 months.
