I've never worked with the Forces, but the approach you describe is interesting and I think that I can understand how it succeeds in the Army.
To what degree do you think that the recruits are under orders helps kick start the process; to put it another way, in commerce they would be whining about unfairness ... "I'm not in charge of my own performance"
I am a big believer in teamwork and to achieve that you have to move a little away from the needs of the individual, which I believe can represent a problem against today's cultural backdrop.
