I know that smoking is not permitted on the apron but not sure if it's actually a law and mainly goes down to the captain whether he was willing to accept them or not, which he was informed of.
I believe that there should be an announcement at the gate before boarding which deviates from the normal and warns passengers of their behaviour on board the aircraft and smoking on the ramp.
21 pax on it's return was not bad either for it's first trip. I can't imagine what it would be like if there were dalays picked up throughout the day and the flight came in later than it allready does.
Just hope they get better slots next year.
