I doubt it's true that Permit aircraft are inherently less stable than certified types. There is a big range of performance and characteristics on the register.
Vans RV's, for example, (many of which fly IFR in the States) may be very responsive, aerobatic even
but they fly as if they're on rails. Responsive doesn't equal unstable.
