Approved Data vs Acceptable Data

I have been looking at the EU - US Intl Aviation Safety Conference slides posted on the EASA website. There is a set of slides entitled "Repair & Alteration Policy Status" which was presented by the FAA.

The background is outlined as "Owners/operators need & want less costly parts & components that are safe, compliant & that are accepted as such in today's competitive global environment".

On page six there is a flow diagram showing the alteration process under Part 43. If the change is minor, it states "approved data not required, use acceptable data". This is the first time I have come across the term "acceptable data", as opposed to "approved data".

Can anyone tell me what this means as it sounds like anything written on the back of a postage stamp will do?
