There's nowt to that effect in the latest Chf Clks' Bulletin, which states any increases it lists are wef 1 Feb and any decreases wef 1 Jan. Looking across the trades I can't see any min waiting time of more than 12 months, so whoever's talking about it a) hasn't got it through yet or b) doesn't know as much as they think they do.
