I would willingly accept an experienced PPL holding FI, in fact we've had a couple of such people over the years who have proved very sound instructors. Both had other jobs, but did some part-time FI work.
However, I would certainly not be prepared to accept a minimum time PPL holding FI.
The attributes I require are:
1. Sound interpersonal skills.
2. Enthusiasm towards PPL-level flight instruction.
3. Acceptable flying skills.
4. The ability to impart instruction in an airborne environment.
5. Adequate core experience.
6. Adequate theoreticla knowledge and the ablity to teach in a classroom environment.
