Big IF. We have the Phoenix cop's side of it and commentary from uninvolved parties; although it does say the Capt. was informed.

The FAA and DHS have the authority to order a plane to land (return in this case), local law enforcement does not. Don't know about the FBI - suspect not - but they were not involved. Or, they were involved

Peering through the journalese, my guess would be that this was simply a timing thing - not enough to go through the various channels needed to get to someone with the right authority. I hope you're not suggesting that any cop should be able to recall a flight because an alleged (your word) fugitive is on board ?
