Well, watching a Sunnies' DH8-300 slide down final for 15 at CNS this morning, unable to access the stop watch without releasing the tiller and possibly leaving the taxiway, my assessment is that the bright illumination of the light was for a longer duration than the dim phase of the cycle, thus, the lights appear to be occulting.
I withdraw my earlier apology for using the term
occulting and instead, apologise for using the generic term
"(flashing)" to indicate what occulting meant, back at post #5.
