] I've had in 39 years on the job was on the threshold of 28L at SFO. Unconditionally cleared for takeoff, we declined and waited until the B727 on short final had passed. No comment from the controller/s.
Heard a similar "setup" at LAX with a lightie on 25R fairly recently. ATC have their share of blame.
