The latest(?) version of the ANO (dated 30 March 2007) has exemptions moved to Rule 6. Rule 5 (3) (d) is now "The land clear rule".

Rule 6. The exemptions from the low flying prohibitions are as follows....

(d) Balloons and helocopters over congested areas
(i) A balloon shall be exempt.....

Actually, being more serious, this does mean every rule from 6 onwards now has a different number. If anyone is interested I have listed the new rules below.
