Carcassonne and Biarritz arent near any ski areas as far as I know.
Carcassonne is accessible to Andorra and the Pyrenees, Biarritz is also close to the Pyrenees. I've been in that part of France before and skiing is huge there. I suppose the FR route is for DIY skiers and there obviously weren't enough of them.
