Can't remember the reference, but somewhere in the rules for a RAS is states that you must immediately inform the controller if you are unable to comply with a particular instruction, and the example given is if that instruction will take you IMC. Vanilla PPLs are perfectly within their rights to request a RAS if they so wish.
