Agree with you on all the principles BE, but I somehow doubt BDN can compete with various private organisations on cost or time for civil certification work. I hope it is left largely alone, but it exists as an expensive tool for evaluating expensive tools - I'm not convinced that that is compatible with being a rapid and inexpensive certifier of civil aircraft.
