I'se must admit I'se ist hinking long simila lions. Being punished for "wrong doing" ist rediculous and a dangerous way of going about safety culture!! ICAO and as already mentioned most civilised countries are definately right to aim at decreasing incidents and increasing safety. All ATCO's as true professional's should be allowed to judge an incident by himself or under supervision and then go back to work without having to lose face infront of all team colleagues!! If'n you cain't add 1+1 and get 11 then I agree you are an odd nob who will need a serious remedial training. Anonomous reporting and convincing people to report on themselves (without getting punished) should be the correct reporting culture. As an indivudual what used to live in the Middle East I just gave up and got a job elsewhere with a printing company as a prufe reader!!
