Remedial Trainings for ATCOs and Pilots... good or bad????

What are your thoughts on the name and blame culture in the Middle East?

Once again it seems that the Middle East ist hinking years behind Europe, North America and most other civilised places on this Planet. Why is it that when Pilots or ATCOs make a mistake in this part of the World, they are immediately suspended and punished for their "wrong doing"? Isn't it quite a rediculous and for that matter even a dangerous way of going about safety culture?

ICAO and as already mentioned most civilised countries have started to aim at decreasing incidents and increasing safety. The right way of doing so is definately not by "punishing" e.g. an ATCO for losing separation and making him retrain for a rediculous amount of time, or is it? Isn't a true professional worthy enough of judging an incident by himself or under supervision and then going back to work without having to lose face infront of all team colleagues etc. ? What do the authorities think when they demand that remedial training needs to be done to improve the concerned ATCOs or Pilots skills? In my opinion, in most cases the skills are not improved!!!!!

Yes of course your going to get the odd nob that cain't add 1+1 together and yes he will need a serious remedial training. But as always these cases are much rarer than the actual pro's out there, that do their jobs every day with best knowledge and ability, but as we human's do, make a mistake once in a while...

Wouldn't anonomous reporting and convincing people to report on themselves (without getting punished) be the correct reporting culture? Wouldn't this allow us to actually look at the procedures, tactics and practises and then learn from mistakes which would then again increase safety?

Thanks for all of your ideas and comments.
