What does Boeing's
PR dept have to do with this? It is speculation (although probably very well grounded - ATW isn't the only place I've heard that rumour) that VS is the likely customer for these aircraft. Boeing is usually very coy about revealing customers before these customers are ready to go public themselves.
The "4 engines 4 long haul" is an Airbus thing; I don't think it appears on the 747s.
Someone has ordered these (and another splash of 787 orders is coming soon, pushing it over the 500 mark).
