Unfortunately, the AMM and task cards have only instructions concerning the TCAS-201 tester, which we got rid of.
I finally got it figured out, by shielding the lower antenna, grabbing a ladder and installing the tr-220 10 feet from the top antenna in direct line of sight. The power measurement was then stable and acceptable. I was able to carry on with the scenarios.
