Non Punitive?
IMHO, when more people realise this, its gotta have an effect on the number of people who will be willing to file a report on an incident involving themselves.
Innocent or guilty, human error or negligence, no-one is going to want a documented background of incident reports if they aspire to bigger things.
Suddenly, confidential incident reporting, the cornerstone of any safety management system, is no longer confidential. A magnificent step backwards guys.
Then again, I'm sure there are other opinions.
