this what one service provider wrote to me yesterday....
We've been working with customers throughout yesterday and today and our
analysis shows that massive packet loss due to earthquake damage to Pacific
undersea cables is the cause. Many customers' Internet traffic is routed
through these cables, although we are seeing more traffic is now being routed
through London. We're investigating workarounds, but most likely usable
service won't be restored until the cables are repaired. We're so very sorry
about this, but there is precious little we can do, unfortunately. Below is a
