Everytime you are on a LayOver, get your Laptop or conect to the internet using any computer, log on to Skype and update your account from there...
As Dubai is full of Expats, you may have someone outside you can trust... well call a friend at your home country and ask him/her to put some money into your Skype account...
If it is someone you really trust, call him/her and say: log onto skype, use my account and password, put some money there... you do not have credit card? use PayPal... send some flowers... chocolates for X-mas...
Capishe? do that and stop worrying about Etisalat...
