Your swipe about the ATO and tax would infer that expats are scared of the tax dept. WRONG. Many have come home and all the others that I know, know exactly what the tax implications are in their present and future positions. If not they are stupid, and most are not. Unless you are talking to them, don't guess, there are many just waiting. Ask
