This makes sense if the government is realy after tourism business they cant start earning from that sector if they don't have proper airport and a proper airliner and in my opinion those two are linked together if one of them wants to succeed ,seeb int is under development so things are coming but seems to be a bit slow . i think the withdrawal from GF is coming later when WY is settled at least with their future plans the government wants to make sure that WY is climbing and holding the correct heading
