Depends upon the version. OE 6 will allow one to use a file as a signature, and in such file you can place a image.
Images here in a signature typically have to be an image accessable on the web, and the URL to that image is placed within the signature section of one's profile. In that respect, images used on a board are different in implementation than thru email.
