Also note that it is not a flat rate 40% tax in the UK. His take-home will be in excess of £60,000. Even with NI and other deductions but he will definately take a pay drop coming here.

Those coming are mainly from the $ based economies where it makes more sense to come. Now that the pioneers from the US have survived a few years and others have realised that the UAE isn't actually within range of Iraq more are getting brave and swapping their DC9s for 777s. They have less to lose than your 'mate' ... he however stands to lose a great deal.
