The figure you talk about isn't correct. The 23% of the annual recruitment target is from recommendation -but that is people who have a starting date.
I can inform you that a total of 304 recommendations have been received, 56 waiting to be screened, 120 are scheduled to attend selection, 30 have been rejected - Finally 98 HAVE PASSED and ARE CONTRACTED with firm start dates = 23%
So the final figure might be much higher than 23% at the end of the year.
As 5150 says, "Whats rediculous about recruiting further 70 pilots"? You won't see many european airlines hire the same amount of pilots in that period
