Do both of the above, and follow links to other free search engine submission sites, Do it again a month later (not too often as some engines "dump" you if they think you are "spaming" them)
You think you're home when you have built your site - wrong - that's just the start! The biggest job is getting people to find you (assuming you don't have a huge advertising budget to buy banners etc!)
Make sure your "meta-tags" are good (if you're not sure, there are also free meta-tag generators on the web - "fine tune" the tags with a text editor afterwards if you want)
As webmaster for a couple of sites with zero budget, I can promise you a lot of hard work if you really want to be found!
Don't move pages around after submitting - I'm still trying to get the engines to update the links after I did this
