Try uninstalling your web-host's WYSIWYG editor and maybe try either the editor supplied as part of the Netscape package or use Frontpage (the Express version comes bundled with Win 98). You'll need to upload/download and, although Netscape says it does that as well, I've not had much luck with it. Try WS_FTP LE available (I think) through
www.tucows.com. It's cheap and cheerful, but it works for me. Maybe the editor is messing with your browser.
Sorry, all I can think of, unless, as I said earlier, your version of IE5.5 is corrupt in some way.....
