Yes, 3100m and 2000' is useable for a lot of ops.
I used to fly out of Nadi in Fiji, and it is 3200m and rather warm all the time.
Would could depart at up around 370 tonnes I think, close to the MOTW of the Classic which is 377 tonnes.
1500m is unfortunately pretty much only good to taxy on.
