The rumours are that TOM's 1 aircraft bases will close. LBA is going from end of April (this is confirmed), STN is going early next year. MME has question marks over it's future and BRS is speculated to close. Nothing said about LPL

GLA (which I think is a 2 aircraft base) is rumoured to be reduced in size

As for expansion at other bases who knows? CVT, DSA and BOH are stagnant. MAN has seen huge growth and CWL is also growing. Not sure about LGW/LTN/NEMA/NCL. Hopefully TOM will use any existing base closures to expand their larger bases and not use it as an opportunity to contract. Theres plenty of potential for them to expand at some of their larger bases and of course contraction would mean job losses
