'Maximum Permitted Take-Off Mass' is probably the eurospeak version of Regulated Take-Off Weight.

It is NOT the aircraft MTOW, of course.

As has never really been made well known, it appears that the AF Concorde which crashed on take-off at CdeG may have been slightly over its structural MTOW, but was considerably above its RTOW.....
