first post from me, cant take the slagging of a collegue who tries to help..

I work with Dragon501, and we both live in Holland. and I can confirm we do not pay Dutch tax. We do have to fill out a Dutch tax form yearly to declare our oversees income. ie proof of tax payed in HKG. if the wife works in NL and you have a house you can use her salary to deduct the house interest.
also if you have kids, you will get child allowance in cash every quarter.

now for living in belgium,

I almost moved to belgium, I live 5km from the border on the dutch side that is and spent plenty time in Belgium, so most dragons know who I am . I was informed by the tax office in 2004 there was a chance belgium would change the treaty. however so far it has not changed.
even if it changes ther are some exeption you maybe can use
-the 183 day rule
-Aircrew working for an overseas company

it states in short

if you work as aircrew and your employer is outside Belgium you do not pay tax in.

Make sure you find a good Tax accountant BEFORE you move to belgium, who can explain you the ins and outs. just in case the treaty changes

as for travel from EBBR, I use it some times and it is a pain to get to by train no direct intercity connection. for the rest High speed trains are a good alternative for CDG/FRA/AMS/LHR no driving just sleeping
depending where your base is and where you are going to live, you must find the best way to travel for you.
go by car, you have to pay serious parking fees, trains do not run 24 hours, airplanes need airports probably not close by or with !!!!ty connections

the commute to/from work is usually a pain and necessary evil..luckily it is only 2 a month

good luck..
