Red 17, do you work for an airline or a handling company? If you work for an airline, you can ask if there is opportunity for you to move to CC within the company. You would still have to do an interview etc. If you don't work for an airline, then just apply to one that appeals to you, usually on the web. Make sure you have the qualifications they're looking for and go for it. I don't know what your ground job involves, but if you have customer contact, that's great and something airlines will like.
