had me stumped, I had seen some articles saying about what can cause problems but none of them applied, I had Nortons once but it caused so many problems I ditched it in the end.
I did get a reply from a Lady called Angel at Microsoft, a true Angel she is too, what she told me to do worked, so just in case it happens to anyone else here is her reply -

Thank you for using Microsoft Update Support. My name is Angel and I
will assisting you with this issue.
In your email you've indicated that you are unable to download from the
Windows Update site because the Download button does not work. We shall
be working to resolve this specific issue through the course of the
case. If I have misunderstood your concern please let me know.
The behavior that you described is usually an activex control issue or a
scripting issue. After doing some research, I have listed some
troubleshooting steps for you to complete.
CLEAR YOUR CACHE AND HISTORY:
1. Click Tools on the menu bar of Internet Explorer
2. Click Internet Options, then Click the General Tab.
3. In the Temporary Internet Files section, Click Delete Files.
4. In the History section, Click Clear History.
5. Click OK.
6. Click Start and then Click Run.
7. Type "explorer" (without the quotation marks) in the dialog box and
Click OK.
8. In the left-hand frame, click the '+' next to the Program Files
folder.
9. In the left-hand frame, double click the WindowsUpdate folder and
delete everything in it except for the wuhistv3.log file.
REMOVE WINDOWS UPDATE CONTROLS:
1. Click Start, select Run and in the Open box type (without the
quotation marks):
"regsvr32 /u c

windows\system\wuv3is.dll"
2. Delete wuv3is.dll from the C

windows\system directory:
- Click Start, select Find, and then select Files or Folders.
- Type (without the quotation marks) wuv3is.dll in the Named box.
- When the file is found, right-click it and select Delete.
Install the current version of Virtual Machine.
1. Go to
http://www.microsoft.com/java/vm/dl_vm40.htm 2. Scroll to the bottom of the page.
3. Click the link "Microsoft VM build 3802 for Windows 95/98 and Windows
NT 4.0."
4. Select "Save this program to disk."
5. Click OK.
6. Create a location in which to save the file and click Save.
7. After the download is complete, double-click "msjavx86.exe" to run
the Installation.
8. Once the installation is complete, restart your computer for the
changes to take effect.
Install Windows Script 5.5
1. Connect to
http://www.microsoft.com/msdownload/.../scripting.asp
2. Scroll down and click on scr55en.exe
3. Select "Save this program to disk" and click OK
4. Select "Desktop" from the pull down menu and click Save
5. Once the download is complete, double click the scr55en icon on your
desktop.
6. Once the installation is complete, reboot your system
Please connect to
http://windowsupdate.microsoft.com and download the
components of your choice.
