This boils down to the regulations regarding "minimum equipment for IFR" of the country in question.

For UK this is laid down in Schedule 5 of the ANO.

Relevant for approach phase is "Scale H".

(a) automatic direction finding equipment;
(b) distance measuring equipment;
(c) duplicated VHF omni-range equipment; and
