Felix. If you can, go when the Palio is on. It happens twice during the summer (can't remember the dates) and the atmosphere in Siena is amazing. Florence is quite a small airport and it's easy to pick up a hire car there. You could then visit Florence as well. That said, Perugia is beautiful and I can recommend the Brufani Palace Hotel.
