Downloaded ok (all seven pages of it, giving you the opportunity to include your shoe size history since you left primary school amongst other things).
I'd guess the problem is actually caused by the computer you're trying to download it to. Are you trying to open it from within IE or the like? Try going to
this page and right-click the link to the application form. Then use the 'save as' option to save it to your hard drive. Now open the thing in Word and see what happens.
