I don't know if there are any changes, I used to hold a manchester pass when I was 16. I don't really see how they could justify that, you could solo at 16 and hold a licence at 17 and be airside that way around in any case.
With regard to refrences you could get a reference from one school (4years) then from your primary school for the 5th year, You then need to find someone else that has known you dor long enough to give you a further refrence (e.g. your doctor?)
