Often in poor visibility you have surface contact at the "decide point", but the runway is not visible with the inevitable go-around.
One of the main problems is the lack of HIALS on the approach. As said there is often surface contact, but if there were approach lights there then it would certainly be the difference between getting in or a go-around on many occasions.
Can you have an ILS with an offset approach track? It would have to be (as the LOC 09 is at the moment) because of the cumulogranitus that is Fitful Head.
