There is no real difference between a legacy airline or a low-cost airline turnaround, besides the fact a low-cost airline will get crews to not only arrange the cabin (ie check seatbelts are crossed, all seats have magazines and safety cards etc) but also to pass through the cabin with a gash bag to clear up any rubbish, or "the nasties" you mentioned. I'm unaware of the routing you mentioned, however if it is an overland flight, perhaps the SOPs at that airline do not require checking lifejackets. It's a common misconception that low-cost airlines scrimp on safety, this isn't the case.
