Sure sounds like it. To put things in perspective

The limit given for pilots is:
  • 9 microgrammes of alcohol in 100 millilitres of breath;
  • 20 milligrammes of alcohol in 100 millilitres of blood;
  • 27 milligrammes of alcohol in 100 millilitres of urine.
multiplied by 3.5 times = 31.5; 70 and 94.5 so he was still legal to drive a car where the road traffic act limit is:
  • 35 microgrammes of alcohol in 100 millilitres of breath;
  • 80 milligrammes of alcohol in 100 millilitres of blood;
  • 107 milligrammes of alcohol in 100 millilitres of urine.
