My understanding is that this is a Bi-lateral agreement between Canada/USA only.

Therefore unless you hold an FAA license, you would have to write the Cdn IFR (INRAT) and either the ATP or Commercial exams, then complete a Multi/Engined flight test.

You can find out by calling Transport Canada in whatever region you reside. As for the cost it would be minimal for the written exams, you will need some dual instruction from a school and when they feel your competent they would recommend you for the flight test.
