This covers it although specifically geared towards a/c inbound to the UK it's quite obvious that the 20 minutes "No Delay" should apply to all a/c inbound to a busy TMA whether it be Manchester or London. The duty ATCO is not going to care whether the inbound he wants to hold is from Islamabad, Paris or Glasgow!
