FAA ask ICAO to improve security????

"Today, Administrator Garvey addresses the opening assembly of the International Civil Aviation Organization, or ICAO. Established in 1944, ICAO is a specialized agency of the United Nations. It is responsible for developing international rules governing all areas of civil aviation. In her remarks she will call on the ICAO member states to work together on preventing and eradicating acts of terrorism against civil aviation. "
Wonder if that will include unacompanied baggage?
