Nothing to stop you installing ILS on any runway, but to use it as a precision landing aid, many criteria would have to be fulfilled eg runway strip (cleared and graded) 300m, obstacle free zone within the strip 75m, requisite approach and runway lighting, survey of all obstacles to determine glidepath angle, clear flat area in front of the glidepath aerial to enable the glidepath beam to be formed and many more.
