Unhappy procedure turn distance

Canada has 23 approaches that require the procedure turn to be completed in LESS THAN 10 n.m. Does anyone know why???
There are none in the u.s, none in Mexico, None in the Caribbean. Most places require it to be completed between 10 and 15 n.m.
This is a good one : Ottawa rwy 14 The sector altitude is 2900 ft ( good for 25 n.m.) and the procedure turn alt is also 2900 ft, but has to be completed within 7 n.m. of the FAF. Does this make any sense? A jet doing 180 kias / 200 tas with a 40 kt tail wind would be doing 4 nm/min. How is the pilot expected to confine the flight path to a 7 n.m. radius??? Who comes up with this rubbish ?
